I learned this a few months ago and I should remember it... but I'm pretty sure It's what your nail plate (the nail) lays on. But I don't know what the girls on Highschool Musical were talking about. I remember them saying that, but that doesn't really make sense.
It's the skin that your nail (plate) lays on.
